What does the base agreement establish?

The base agreement applies to all owners and contains the general arrangements regarding the use of the park, management, and the responsibilities of EuroParcs.

  • The base agreement consolidates arrangements that were previously spread across multiple documents, such as the General Provisions, the Management and Operation Agreement, and the park regulations.
  • In the event of inconsistencies, a priority arrangement applies, ensuring that it is always clear which document prevails. Upon sale, the terms are automatically included in the notarial deed at no additional cost.
  • The sounding board group (consisting of members of the Owners’ Association (BvE) and owners who are not members of the BvE) is granted input into the execution of the services.
  • If services are not provided or are provided insufficiently, owners may submit a complaint. EuroParcs must respond within 15 working days. Agreements have been made regarding compensation when complaints are found to be justified.

Clear agreements defined in the base agreement

Agreements are clearly and simply set out in the base agreement, which applies to every owner. It provides a clear overview of the key arrangements relating to ownership of a holiday home at a EuroParcs holiday park. From now on, our park costs are determined per park and aligned annually with the sounding board group, as every park is different. This allows us to jointly assess which services can be improved and where cost savings may be possible. We make clear agreements about the service quality you may expect from EuroParcs. These cooperation agreements for (major) maintenance (PSB and PNZW) are laid down in the base agreement.

Quality of services and complaints handling

If services are not provided or are inadequately provided by EuroParcs, you as an owner may make use of the complaints procedure. EuroParcs commits to responding within 15 working days; if this does not occur, or if the service is not brought up to the agreed quality level, you will receive a pro-rata credit. In addition, we are developing a renewed owners’ portal that will give you insight into the execution of services, including reports such as photographs. We expect to roll this out in 2026.

By establishing uniform agreements, EuroParcs can operate efficiently, which benefits both rental activities and the guest experience. Furthermore, reducing complexity helps to keep costs under control.

Flexibility in user models

Many owners indicated a need for the option to switch user models. The base agreement makes this easier, for example if your situation changes due to retirement or different holiday needs. The user models have a term of 1 or 3 years and are automatically renewed. After the end of the contract period, you may switch to another user model if it better aligns with your changing needs and preferences.

More Freedom for Personal Use

We are relaxing and harmonizing the rules for personal use. Family and friends can use the property as long as this does not involve commercial subletting and guests are registered in the night register.

Risk Management for Rentals

The new models make it easier to agree on rental terms and the desired level of risk in advance. You can choose an usage model with upfront certainty at the start of the year or a more flexible model for owners who actively rent out their property and are willing to take on more risk.

Damage and Breakage
Policy Fixed costs for minor maintenance and inventory will be eliminated. Instead, a fee will be charged per guest night. This means that properties rented out more frequently, and therefore more prone to damage, will contribute proportionately.

Simplified Invoicing

Depending on your chosen usage model, you will receive up to 95% fewer invoices annually, making the process more straightforward. In most models, costs are included in the annual statement, simplifying administration for both you and EuroParcs.

Optimization of Local Taxes

For owners with a variable rental contract, local taxes such as second-home tax may apply, depending on the municipality. Improved wording in the agreements helps prevent unnecessary tax assessments. For example, personal use is limited to a maximum of 90 days, or five weeks for active owners, to minimize tax obligations.

Rental Pool

The rental pool revenue is aggregated per park and proportionally distributed among participating owners. This approach prevents significant disparities between owners and promotes stability, higher occupancy rates, and reduced risk. Additionally, by choosing Rental Ownership with the points system, you can use your property more flexibly. If your property is not available year-round, this will be reflected in your pool share—and therefore in your revenue.

Clear VAT on Rental Income

Rental income will be displayed excluding VAT, and the owed VAT will be paid separately. This prevents the risk of higher commission deductions in the event of VAT increases and applies to new contracts.

Income from Cancellations

Annual Information Updates
At the request of owners, we provide annual updates on developments in the recreational market, within EuroParcs, and specifically at your park. The Advisory group of owners will receive insights into the rental dashboard at every meeting, showing rental trends at your park.

Maintenance Blocks and Inspections

Maintenance work carried out by owners is not considered personal use. In consultation with the park manager, overnight stays during maintenance are permitted. For owners with a fixed rental income, an annual property inspection is possible.

Cleaning After Personal Use

You may handle cleaning after personal use yourself. The inspection fee will be waived; however, if the cleaning is deemed insufficient, cleaning costs will still be charged.
